Why the Uniform Construction Code is Good for Homebuyers


Mention Pennsylvania's Uniform Construction Code (UCC) to the average homebuyer and you’re likely to get a shrug of the shoulders and a cold stare of disinterest. But the UCC, which became the law of the land in April 2004, brings benefits that all homeowners should appreciate.

The UCC establishes standards for how homes are built, and today all homebuilders in Pennsylvania follow the code when building new residential structures. The UCC standards are based on the proposed standards of experts in the housing industry. These standards have been debated and approved by the International Code Council. They're intended to improve the safety and performance of homes, and this is to the advantage of all homeowners across the Commonwealth. They also help to hold down home costs.

Consider an example. The UCC sets construction standards for something called "stair geometry." Stair geometry refers to how deep and how high steps in new homes should be constructed. Stair geometry is important because it sets the best dimensions for making steps easy to manage by family members, and safer, too. The standards established in Pennsylvania's UCC for stair geometry are based on expert advice informed by sound science and years of homebuilding experience.

The UCC affects much more than stair construction. Everything from the plumbing to wall and roof construction to electrical systems and more is covered under the Uniform Construction Code. The bottom line is a safer house for new home buyers.

Another benefit the UCC provides consumers is the assurance of a well-built home. In the past, Pennsylvania was a patchwork of construction codes. In fact, about half the state had no building codes at all. This provided opportunities for less reputable contractors to build homes of lower quality. Today, the UCC addresses that situation by raising the standard of quality construction that all builders have to meet. This bolsters the reputation of the housing industry, and it ensure good quality housing products for our customers—new homebuyers.
